评比的标准：只要让中国老百姓富起来的经济理论，能够让大家都能够发财。譬如人们在市场买卖中，今天赚100元，明天200元……，总之“帕累托改进”。
此次评比共评出三位著名的经济学家，分别是茅于轼、吴敬琏、林毅夫。

评比理由：
1、茅于轼先生完成了有中国特点的人权理论——《人权问答》。这就构成了世界三大人权宣言完整体系。分别是美国的《独立宣言》、法国的《人权宣言》、中国的《人权问答》。
美国的《独立宣言》讲的是不要欺负人，要看得到人。反对革命。“天天革命，也不成个样子。或者衙门里老爷一做岔了事便革一回命，也是不成的。有时候，老爷们吞款舞弊，作恶为非，咱们闭着眼儿装不见，比起傻子浑人...天天革命还好。”统治者的权力来自被统治者的同意；推翻旧政府、建立新政府是完全合法的行为，必要时得使用武力。
法国的《人权宣言》讲的是人们生来是而且始终是自由平等的。 财产是神圣不可侵犯权利，凡权利无保障和分权未确立的社会，就没有宪法。这里说的“分权”就是“三权分立”，《宣言》阐明了要用三权分立的新型国家来保护人权，只有这样才能改变集三权于国王一人的专横局面。限制王权，实现自由平等。
中国的《人权问答》指出，人权和特权的关系，特权和人权是互相对立的。有了特权就没有人权，要想有人权，就必须取消特权。所以说，取消了特权，人权自然而然就在那儿了。我们用不着提出树立人权的口号，真正需要的是取消特权。特权是人权的敌人。
中国的《人权问答》对于老百姓有什么意义呢？能够给人什么利益呢？公式：
正价值市场==负价值市场+人权宣言
从上面的公式就可以知道，赚钱、发财是有条件的，在一个根本没有人权的市场上，人们根本绝对不可能发财。例如，投入1000亿美元，到朝鲜这个负价值市场，人们根本不可能发财。这时1000亿美元已经腐烂了，成为负价值=1000亿美元。这对于投资人来说，是不能接受的。因此，我们西方国家非常强调“是否是市场经济国家”，意义就在这里。
从经济学上讲，茅于轼先生的《人权问答》可以为中国老百姓带来利益。有谁不想金钱呢？
2、吴敬琏先生。本科学院认为，吴先生是一个非常了不起的经济学家。他的伟大在于2005年5月份指出：“中国股市或可关闭……中国股市的历程犹如18世纪的英国股市一样，如果在没有信托责任的社会环境下，不如关闭算了。当前的中国股市，两者皆缺，在一个官商勾结，管理松懈，良心丢失的市场上，你怎么可能指望股市的健康成长。中国当前的经济表面上繁荣昌盛，社会天下太平，但其表面下隐藏了最动荡不安的基因。改革走到今天带给我们社会的也许是严重的动荡与不安。”
吴先生提出要消灭价值、消灭财富——负价值，这是一个很有创造力的思想。消费就是表示财富的消灭，失去使用价值，负价值。目前，世界正处在有史以来规模最大的泡沫中。这个泡沫（比如房地产、股市和大宗商品）的价值困难超过20万亿美元或相当于全球国内生产总值（GDP）的50%。

目前，中国的经济学家没有办法和林先生相比较，因为达不到那样一个仙境。孔子、马克思等为什么有强大生命力，不衰退呢？有均衡思想，当创造价值时，同时也要消灭价值，消灭财富。譬如马克思搞了阶级斗争理论，消灭价值、消灭财富。
林先生提出许多有价值的经济理论，但这是没有用的，不能产生均衡。在经济学上最讲究均衡，这样效益最大。所以，“累死在书桌上”，自动产生均衡。
本院认为，这三位经济学家是不朽。茅先生的《人权问答》，人们可以进入市场买卖，可以发财，致富；吴先生提出“中国股市或可关闭”，为了以后解决经济危机提供解决的方法；林先生的“累死在书桌上”，这是均衡思想。
同时，本院又认为中国经济学应该走自己的路，西方的经济学不适合中国。而且，中国的转型的实践已经相当丰富了，为经济学研究提供大量的素材。
